Since TXWIN’s inception, the goal of the organization has been to promote policy based on sound principles that promote a competitive Texas water infrastructure market. TXWIN also works on behalf of our members with local government entities, other non-profits, professional organizations in the public and private sector from water authorities to municipalities to raise awareness about important market issues in the construction industry.
Some highlights where TXWIN has been the leader in achieving key policies include:
• Eliminating the CMAR loophole.
• Reforming retainage law.
• Ensuring fair and reasonable domestic purchasing requirements.
• Providing for key contracting law changes to ensure fair treatment of contractors on competitive sealed proposals.
• Increasing opportunities for contractor debriefs.
• Expanding the time period to file for declaratory or injunctive relief.
• Reforming ESPC contracting law.
• Advocating for fair and efficient alternative delivery procedures for projects with state provided financial assistance at the Texas Water Development Board.
• Raising awareness about the impacts of inflation and supply chain issues.
• The establishment of substantial new water infrastructure funding programs.
TXWIN has opposed and defeated legislation that would be harmful to the promotion of fair and open competition in the Texas water construction market.
TXWIN has influenced state law, and state and federal agency administrative policies on major infrastructure programs such as the EPA SRF programs administered by the Texas Water Development Board.
