Our philosophy as an organization is to support policies and business practices that are fair and work for everyone in a competitive and healthy market. TXWIN does not promote or favor any single funding, project delivery or procurement method over another.
We do work to promote informed decisions and make ourselves available to assist policy makers and public entities with regard to different means and methods available for projects.
Texas law affords numerous different means and methods to procure, award and execute construction contracts for water infrastructure projects under Government Code 2269. Likewise, there are numerous vehicles available from the traditional design-bid-build method to qualifications based selection methods such as Competitive Sealed Proposals, and Construction Manager-at-Risk (CMAR) to Design-Build.
Our members are also active with private sector clients on large industrial projects that require water infrastructure elements.
TXWIN members do it all and they do it well.
